Duane Lock,
President + Founder
When deregulation took effect in 2002, Duane Lock started River Oaks Energy on a mission to offer risk management and energy consulting expertise to businesses in deregulated electric and gas markets across the U.S. Duane has since led the growth of the company to be one of the largest independent energy consulting and brokering services in deregulated markets.
Prior to starting River Oaks Energy, he was a Director for TXU Energy, an executive with Kansas City Power & Light, and a Director at Missouri Gas Energy. Duane also served four years in the United States Marine Corps active reserve.

Barbara Sullivan,
Vice President of Consulting
Barbara Sullivan joined River Oaks Energy in 2006 as an Electricity Broker and Consultant. Her initial focus was on education and energy needs of small to medium size businesses where she served as Director of Community and Business Development. As the deregulated electricity market became more complex, Barbara’s role expanded to broker, consultant and then Vice President of Consulting; consulting some of the largest private and public businesses throughout the United States.
Austin Lock,
CFO
Austin Lock is responsible for managing the portfolio at River Oaks Energy. He is also responsible for the P&L statements, forcasted revenue, reconciliation of over 3,000 accounts, and data analysis. Over the years, Austin has worked with and managed broker/channel partners and has expanded his career to build relationships with the industry’s top suppliers; including TXU Energy, Direct Energy, and Hudson Energy.
